Wellpointe Plans $2 Billion Viva L.A. Senior Housing Development

WOODLAND HILLS, Calif. — Wellpointe Inc. has unveiled plans for Viva L.A. at Warner Center, a four-tower affordable senior housing development expected to include 3,192 units at 6400 Canoga Ave.
The project, planned for a 4.71-acre site, represents an estimated investment of $2 billion. Wellpointe acquired the property through an affiliate in late 2025.
Viva L.A. is planned as a four-phase development with towers ranging from 34 to 42 stories. According to the company, Viva will be the largest high-rise assisted living facility in the world. The approximately 2.2 million-square-foot project would include 61,450 square feet of nonresidential space and replace an existing commercial office building.
The community is being designed by Gensler. Plans call for private units and bathrooms organized into residential “neighborhoods” with shared living spaces. Residents would also have access to coordinated health, wellness and supported-living services as their needs change.
“Housing alone is not going to solve the challenges that aging Californians face,” said Angela Kutnerian, co-Founder and president of Wellpointe. “Our vision is a multi-story community where affordable housing and quality care work together — not as separate systems, but as one integrated experience that redefines what aging looks like in our society.”
The development is expected to feature accessible design, Type IA construction, on-site backup generator power and a minimum LEED Silver certification.
“Viva represents our conviction that affordable housing, paired with assisted living services as needed, can be delivered at the scale and density that California’s aging population in core urban centers actually needs,” said George Kutnerian, co-founder and CEO of Wellpointe.
The project has been submitted under Los Angeles Mayor Karen Bass’ Executive Directive 1, which streamlines the approval process for qualifying affordable housing developments. According to Wellpointe, Viva L.A. is the largest project submitted through the directive to date.
“Viva L.A. at Warner Center will provide nearly 3,200 units of affordable senior housing, our largest Executive Directive 1 project to date,” Bass said.
The project was formally unveiled July 14 at Gensler’s Los Angeles offices. Bass, California State Treasurer Fiona Ma and Los Angeles City Councilmember Bob Blumenfield attended the event.
Wellpointe provides affordable residential assisted living and related health care services for older adults and adults with complex needs.
